Excessive Force Lawsuit Filed Against Santa Ana PD

Jason Hallstrom and Travis Mock were driving north on I-5 in stolen car on March 15, 2013, fleeing from Santa Ana SWAT team members. The car exited Grand and headed north, but crashed at Grand and 15th street. Hallstrom and Mock attempted to flee on foot, and that’s when officers began shooting. Hallstrom was shot twice in the back. Mock was also injured.

At the time, internal investigations showed that the officers’ actions were justified under the circumstances, and that the response was reasonable. They were not charged in relation to the shooting.

Mock was charged with one felony count of evading a police officer, possession of a controlled substance, one felony count of unlawful taking of a vehicle and a misdemeanor count of resisting a peace officer. He was identified as the driver of the car. Hallstrom was only charged with the felony count of unlawful taking of a vehicle and resisting a peace officer, according to court records.

However, according to Hallstrom’s family’s lawsuit, police stopped Hallstrom without reasonable suspicion and once he was shot, medical treatment was delayed. Police say his injuries did not appear to be life threatening at the time of the shooting. He died days after the incident. The suit also stated that his mother was prevented from seeing him in the hospital and questions why police shot at the suspects when there were alternative options available.
