How to Apply for a Certificate of Rehabilitation

In California, a Certificate of Rehabilitation (COR) is a court order declaring that a person convicted of a crime has been fully rehabilitated. This is the second step in clearing a record for people who were convicted of felonies, but have had the case dismissed or expunged. It is the first step to cleaning up a record for those convicted of felonies who were sent to state prison. People convicted of certain misdemeanor sexual offenses may also apply for a Certificate of Rehabilitation.

Generally, if you were convicted of a felony or misdemeanor sex crime in California, you may apply for a COR in the county where your case was prosecuted or in the county in which you currently live. To be eligible, you must be off all parole, mandatory supervision, and post release community supervision. You should have lived in California for the past five years continuously and must meet all standards for rehabilitation.

It is important to note that getting a Certificate of Rehabilitation does not seal your record or remove anything from it. However, it may help in applying for housing, professional licensure, and work. Once granted, a Certificate of Rehabilitation automatically becomes an application for a Governor’s Pardon.
